Building Trust within the Community: Memphis Initiates Hispanic Neighborhood Watch Group

Memphis, Tenn. – In a heartwarming turn of events during Hispanic Heritage Month, the Memphis Police Department has launched a significant initiative aimed at fostering a sense of safety and community among its growing Hispanic population. This initiative, the newly formed Hispanic Neighborhood Watch Group, is a first for the city and represents a deep commitment to building trust with the city’s Latino residents.

At the helm of this effort is the team from the Tillman station. The inspiration arose from meetings with local Latino residents who voiced their concerns about feeling unsafe or hesitant to contact law enforcement due to misunderstandings about the police’s role. Colonel Willie Mathena, commander of the Tillman station, recalled the conversations he had with community members. โ€œThey pulled us to the side and told us they were afraid to contact the police because they believed we might deal with immigration matters,โ€ he explained. โ€œWe want the community to know that we do not deal with immigration; that’s the responsibility of ICE.โ€

Opening Lines of Communication

With this understanding, Officer Tanita Dames took the initiative this summer to meet five Hispanic families in the Berclair area to discuss establishing the watch group. She faced some initial challenges as many families were wary about engaging with the police. โ€œIt wasnโ€™t a huge response at first,โ€ she noted. โ€œWe had to convince them that we were here to help, not to hurt.โ€ However, by starting small and nurturing those initial relationships, interest began to grow.

Since its official establishment in August, the group has blossomed. At their latest meeting, the number of participating families rose to seven, bringing new voices into the conversation. The concerns shared in these gatherings have been as varied as they are importantโ€”ranging from neighborhood speeding issues to concerns over blight and homelessness. โ€œThese issues affect everyone’s quality of life, and we want to make sure they’re heard and addressed,โ€ Dames emphasized.

Language and Trust: Creating Connections

Alongside Dames is Officer Kathya Buruca, the Memphis Police Department’s newest Hispanic Liaison who is committed to bridging the gap between the police and the Hispanic community. Having been raised in Memphis by Salvadoran immigrant parents, she understands firsthand the hesitation many feel when approaching law enforcement. โ€œThereโ€™s definitely a fear present in the community,โ€ Buruca stated. โ€œThatโ€™s why weโ€™re working to create trust and understanding between us.โ€

To eliminate language barriers, Buruca actively participates in outreach efforts, including answering questions on a Spanish-language radio station and engaging with residents at various MPD events. โ€œWe have Spanish-speaking officers at every precinct and shifts available to serve our diverse community,โ€ she added. โ€œOur commitment is to ensure that language is not a barrier to seeking help.โ€

Encouraging Active Participation

The launch of the Hispanic Neighborhood Watch Group is about much more than reporting crime; itโ€™s about empowering community members. Buruca encourages anyone interested in forming similar groups to reach out, becoming proactive participants in their safety. โ€œI want the Hispanic community to feel that they can reach out, feel comfortable, and express their needs to us,โ€ she urged passionately.
